Duration : 11 months

Purpose:
Provide strategic guidance, technical inputs, and design and production oversight for UNICEF’s communication interventions in children and HIV programme and for supporting the National AIDS Control Organization/Department of AIDS/Ministry of Health and Family Welfare (MoHFW), and Ministry of Women and Child Development (MWCD) Government of India’s, relevant HIV programme and initiatives.
Major duties & responsibilities:
The terms of reference for the C4D consultant will produce inputs in the following areas:
1. Technical Assistance for Programme Communication
a. Under supervision of the Chief HIV section and with technical inputs from C4D focal point for HIV, coordinates the formulation, development and implementation of the communication strategy to fulfil programme objectives for UNICEF’s HIV programme with particular attention to HIV prevention among adolescents and youth at risk and especially vulnerable, prevention of parent to child transmission, paediatric HIV and protection of children affected by AIDS.
b. Provides technical support for the compilation and design of formative/perception studies of different stakeholders regarding HIV with the focus on access to services and stigma and discrimination
c. In collaboration with government officers and UNICEF technical specialists, takes the key role in designing and testing of communication messages for HIV prevention, care, treatment and their appropriate implementation and coordinates the evaluation of all C4D material produced and in use.
d. In coordination with relevant HIV specialist in the section, develops Term of Reference and matrix with selection criteria for contracting of C4D activities, coordinate review of proposals and provides the required support to ensure selection process is done in a timely manner.
e. Provides support to activities related to Red Ribbon Express, including preparation of monthly monitoring reports, finalization of films and other advocacy material and coordination of closing ceremony
f. In close collaboration with the C4D Section, provides needs-based technical support to the states on behaviour change communication for achieving HIV outcomes
g. Coordinates with communication agencies, including with graphics and printing firms, in the development of mass media and print materials.
h. In collaboration with C4D, ensures that all activities related to HIV are monitored and rigorously evaluated
2. Advocacy
a. In consultation with HIV programme staff and Advocacy & Partnerships (A&P), contributes to appropriate information demands of A&P for external audiences such as media, policy makers, and development partners.
3. Knowledge Management (KM)
a. As and when required, documents success stories, case studies highlighting UNICEF’s best programme practices on HIV prevention, treatment, care and support and protection of children affected by AIDS jointly with the HIV team, C4D-Knowledge Management focal person and A&P.
b. Supports research and data collection activities related to HIV issues.
4. Publications
a. Reviews external publications/documents/reports prepared by UNICEF HIV staff to provide inputs into language, styles, and designs.
b. Proof reading of the tools and documents to ensure UNICEF’s editorial standards are met.
Educational qualifications, work experience & skills:
• Post Graduation/ master degree in health / development communication, behavioural sciences or any other highly relevant degree with 5- 10 years of experience. Should have working knowledge of HIV national response to HIV and UNICEF HIV programme
• Additional skills: Excellent communication, presentation, negotiation skills; proven ability to conceptualise, plan and execute ideas as well as transfer knowledge and skills; Excellent knowledge of computer systems and applications; Excellent knowledge of written and spoken English and Hindi.
The consultant will be based in UNICEF’s HIV Section at the India Country Office, New Delhi. The Chief of HIV Section, will be the primary supervisor. The consultant will submit a monthly report intended to review the status and to monitor progress of the deliverables. The report will be jointly assessed by the Section Chiefs HIV and C4D and the C4D-focal person HIV, in a monthly meeting organized by the consultant.
