Centre for Research & Education for Social Transformation (CREST) is an autonomous institution involved with research and educational programmes that are relevant for the marginalized communities of India. The Centre is taking an intern for a period of 3-4 months.

The intern will be working with a group of 40 graduates from Dalit/Adivasi and minority communities of Kerala who are undergoing Post Graduate Certificate Course for Professional Development at CREST.

Criteria for selection

¢Masters degree students in social science from reputed institutions outside India
¢Excellent oral and writing communication skills in English
¢Willingness to work as part of a closely integrated team
¢Ability to provide small group tutorial
¢Involve with the studies on a broad range of issues relevant for the Dalit and Adivasi communities of India
¢Sensitiveness to the issues concerning the socially excluded /underprivileged communities in India

The interns are expected to

•Assist in conducting the Post Graduate Certificate Course for Professional Development
•Prepare a short working paper on themes relevant for Dalit/ Adivasi issues

•Provide soft skills for the students at CREST


Internships at CREST provide a unique opportunity to outstanding young scholars interested developing communities of India, particularly Kerala.

About SAATHII Andhra Pradesh( AP)

SAATHII programs in AP include provision of technical and coordinating assistance towards implementing prevention of parent to child transmission programs in the private sector health facilities supported by Elizabeth Glazer Pediatric Foundation (EGPAF) and AP State AIDS Control Society (APSACS) in 16 districts of Andhra Pradesh. In addition, SAATHII provides technical and funding assistance towards implementing family care continuum program in four districts and Jagruthi program in all districts of AP.

Position Summary:

SAATHII is looking for a project coordinator for its PPTCT program in AP which is being implemented through public private partnership initiative of APSACS.
Key Responsibilities and Deliverables:
• Mapping and selection of potential private hospitals
• Conducting sensitization workshops, meetings and trainings for the health care providers
• Providing technical assistance to sites in establishing PPTCT program
• Provision of on-site mentoring to the counselors and lab technicians
• Oversee the activities of mobile ICTC in 2 districts
• Ensuring uninterrupted supply of HIV testing kits and other consumables
• Ensuring provision of quality PPTCT services to the pregnant women and their infants
• Establishing formal referral system with other HIV/ AIDS service providers (undertake district-wise mapping of other HIV/AIDS service providers, initiate linkages/referral systems and oversee the functioning of referral system)
• Ensuring accurate documentation at sites and timely submission of reports to DAPCUs and central office (Hyderabad office).
• Developing monthly and quarterly quantitative and qualitative technical reports
• Participating in district level DAPCU review meetings

Required Competencies

• Excellent written and oral communication in English and Telugu
• Sound computer skills (including use of microsoft office and internet)

Educational qualifications

The ideal candidate must be a post graduate in Social work / social sciences/ management with an experience of at least 2-3 years in HIV/AIDS counseling, care, support, treatment services and mentoring.

The above position requires a strong commitment to HIV/AIDS and a strong interest in understanding the relevant issues.

The selected candidate will be placed at Nizambad and will be responsible for 3 districts namely, Karimnagar, Adilabad and Nizmabad.

This institute is first of its kind with exclusive neonatal facility of 120 beds to provide quality health care to the newborns.

2. NICE Hospital for Children – Beyond high quality newborn care, NICE has broadened it horizon to include older infants and children by adding the pediatric division that provides highest quality pediatric and surgical services. Beyond high – quality care NICE understands the requirements and importance of a healthy and active life as the child grows through infancy to young adulthood. NICE has a multi-disciplinary, full fledged pediatric team of experienced professionals. The philosophy is to not only to treat the illness, but the child as a whole.

3. School Health Program was initiated on the basic principle that education does not function in isolation. It was noted that children in government schools frequent bouts of absenteeism and a generic low energy index. It was discovered that lack of treatment and ill health were the common causes of the above said problem. Most of the parents of the children studying in Government Schools cannot afford the expenses involved in availing these treatments.

4. Reproductive and Child Health (RCH) Program
Maternal death is a great cause of concern for the developing countries in Africa and South Asia. Maternal deaths generally occur in remote places with inaccessible terrains with none or little transport and communication channels in these regions. NICE Foundation, however, with commitment to strive for quality health care believes that if women and children of the region were provided with an effective ante-natal, post natal care, conducting of safe deliveries , basic care to the new born , could change conditions towards betterment.

Job Responsibilities:
Support and provide technical guidance and know-how to partners involved in water monitoring activities. The consultant would be travelling for 7-10 days a month depending on requirements to various project locations in India to provide technical support and guidance on water monitoring, development of tool kit for water monitoring and capacity building of partner organizations. The consultant will also be responsible for analysis as well as documentation of regional and state level groundwater policies.

Post-graduate/ PhD in Water Resources Management with five years technical experience in participatory water monitoring, research and coordination of water management related projects.

Position: Programme Officer, APRC

Job Responsibilities:

1. Provide support to partners and target communities in the field, to design suitable strategies for enhancing income in the programme areas through enhancing agricultural productivity, diversifying livelihoods, facilitating support system for credit, value addition and market linkages. Facilitate required forward and backward linkages.
2. Support partner organisations to plan and implement projects supported by CWS aimed at livelihood enhancement of poor farmers and dependent communities.
3. Monitor and evaluate partner programmes.
4. Liaison with the State government and other suitable organisations for marketing and value addition and other funding agencies for funding these proposals.
5. Identify policy level issues from field implementation & develop strategies to address them.

Essential Qualifications and experience:

M.Sc. in Agriculture with three years of experience in natural resources management with emphasis on agriculture, forestry livelihoods enhancement in NGO environment. Research experience in agriculture, livelihoods and experience in marketing, value added agricultural produce/minor forest produce is desirable.


Salary will be commensurate with the experience and qualifications of the candidate. Starting gross salary for programme officer is Rs.11,250/- per month, and the part time consultant is fixed at Rs.20,000/- per month consolidated.

Anti Ragging Campaign from Muthoot Pappachan Foundation

What is Ragging?

Definition: Ragging is a form of abuse on newcomers to educational institutions. It is almost similar to the Western form, known as hazing, but is commonly much more severe.

Some senior students force the unorganized newcomers to undergo several forms of mental, physical and sexual abuses. The juniors are usually too frightened to resist their organized group of tormentors.

How do I Report Ragging?

* Contact the Anti-Ragging Committee, Anti-ragging squads of the institution, Hostel-Warden or the Head of the Institution.
* Institutions are obliged to permit use of communication facilities (landline and mobile phones) for seeking help..
* If you are not satisfied with the enquiry conducted by the institution, lodge a First Information Report (FIR) with the local police and complaint with the civil authorities.
* Institutions are in any case required to file FIR if your parents or you are dissatisfied with the action taken against those who ‘rag’ .
* Your complaint can be oral or written, and would be treated by the authorities in strict confidence.

Victims' Corner : Recourses Available & Reporting Your Case

It is very important that the victims of ragging communicate or share their problems with their peers, family, heads of institutions, NGO’s or other authorities who may help them in this regard. The evil of ragging is nurturing as many events go unreported. What we see is only a tip of the iceberg. Communication and naming the perpetrators ensures that, if you choose to pursue legal action, there would be other witnesses to affirm your claim. It is also important that you communicate via emails and letters to your family naming the perpetrators and stating the tasks you are required to perform and the impact the same has upon you.

In any case, the victims can report the incidents to any of the following:

a) College Authority: The victim shall immediately report the incidence of ragging to the college authorities, viz. The Dean, Registrar, Proctor, to any faculty, who is a part of the anti-ragging committee, or member of anti ragging squad that may exist in college/university. If you don’t wish to be named i.e. want to maintain anonymity then you must make request for the same.

b) University Grants Commission: If you are not satisfied by the action taken by the college authorities or if the college fails to take any action at all or if you do not want to report the matter to college authorities for whatever reason, then you may contact the UGC directly, by calling on UGC’s toll free helpline 1800-180-5522 or you may email them at helpline@antiragging.net .

c) Police: You may report the incident of ragging by way of a FIR (first information report) with the nearest police station, if you feel that a serious offence has been committed. For example, any simple or grievous injury to life or limb, sexual molestation, etc. You could go with a complaint in writing and request the concerned officer to lodge a FIR on the basis of the same. He would register FIR u/s 154 of the Code of Criminal Procedure if he thinks, on the basis of your complaint, it is a case involving a cognizable offence. Otherwise, he will register your complaint under section 155 of the Code of Criminal Procedure if he thinks, on the basis of your complaint, that it is a case involving a non cognizable offence. In case of non cognizable offence, where the police officer can not arrest without warrant, he would direct you to the magistrate. If the officer refuses to do the register FIR where cognizable offence is committed, you should contact the Station House officer (SHO) of the concerned police station. If he/she refuses to do the same, you could contact the area magistrate to take cognizance of your complaint.

The Legal Definition of Ragging

Ragging' means the doing of any act which causes, or is likely to cause any physical, psychological or physiological harm of apprehension or shame or embarrassment to a student, and includes– (a) teasing or abusing of playing Practical joke on, or causing hurt to any student. or (b) asking any student to do any act, or perform any thing, which he/she would not, in the ordinary course, be willing to do or perform."

Laws Against Ragging


Kerala

1998: The Kerala Prohibition of Ragging Bill was passed by the Kerela government in the state assembly. The anti-ragging Act of Kerala government defines ragging as 'teasing, abusing, playing practical jokes or causing hurt or asking student to do an act which he is unwilling to do.' It further said, Students found ragging directly or indirectly or abetting within or without educational institution are liable for imprisonment for a term which may extend upto two years with a fine which may be upto Rs 10,000. Depending upon the severity of the case, the guilty can be either suspended or dismissed and can also be debarred from gaining admission in any institution for five years.

Maharashtra

1999: The Maharashtra government also passed Maharashtra Prohibition of Ragging Act, 1999. Some excerpts from it are as follows:
2. (c) Ragging means display of disorderly conduct, doing of any act which causes or is likely to cause physical or psychological harm or raise apprehension or fear or shame or embarrassment to a student in any educational institution. and includes:
i) teasing, abusing, threatening or playing practical jokes on, or causing hurt to such student ; or
ii) asking a student to do any act or perform something which such student will not in the ordinary course, willingly, do.
3. Ragging within or outside of any educational institution is prohibited.
4. Whoever directly or indirectly commits, participates in, abets or propagates ragging within or outside any educational institution, shall, on conviction, be punished with imprisonment for a term which may extend to two years and shall also be liable to a fine which may extend to Rs.10,000.

5. Any student convicted of an offence under section 4 shall be dismissed from the educational institution and such student shall not be admitted in any other educational institution for a period of five years from the date of order of such dismissal

6. Whenever any student or, as the case may be, the parent or guardian, or a teacher of an educational institution complains, in writing, of ragging to the head of the educational institution, the head of that educational institution shall, without prejudice to the foregoing provisions, within seven days of the receipt of the complaint, enquire into the complaint, enquire into the matter mentioned in the complaint and if, prima facie, it is found true, suspend the student who is accused of the offence, and shall immediately forward the complaint to the police station having jurisdiction over the area ....... for further action.

7. If the head of the educational institution fails or neglects to take action in the manner specified in section 6 when a complaint of ragging is made, such person shall be deemed to have abetted the offence of ragging and shall, on conviction, be punished as provided for in section 4.

Karnataka

The circular "Prohibition of ragging in colleges and hostels'' , was issued by the Chief Secretary of the state, Mr. B.K. Bhattacharya, on August 8, 2000. It incorporated the circulars issued by the State Government in January 1997 and September 1999, one by the Director-General of Police in February 1997 and three by the Union Government (Ministry of Human Resource Development). Major guidelines were as follows:

* The circular holds the principals of colleges and wardens of hostels responsible if cases of ragging are reported from their institutions .
* In extreme cases, the institutions concerned may be disaffiliated from the university or the academic body concerned, the University Grants Commission and the All-India Council of Technical Education.
* The circular directs institutions to set up review committees headed by the principal that hold periodical meetings on taking effective steps to bring down the menace. The jurisdictional Inspector or Sub-Inspector of police will be a member of the committee, as also two representatives of senior students. Institutions have also been instructed to constitute vigilance squads as a precautionary step.
* The penalty for ragging is one year's imprisonment and/or a fine of Rs. 2,000. The guilty students are also liable to be expelled or rusticated from the institutions.

West Bengal

The West Bengal government passed the Prohibition of Ragging in Educational Institutions Bill in the year 2000. With the new resolution, ragging will be liable to a fine of Rs 5000 or two years of rigorous imprisonment or both. Offenders may also be expelled from their institutions without any scope for re-admittance.

Gujarat

The government of the state of Gujarat appointed a three member panel under the chairmanship of the then M S University Vice-Chancellor Anil Kane. Other members of the panel were Sardar Vallabh University V-C V H Patel and Saurashtra University V-C Kanubhai Mavani. The aim of this panel was to advise the governemnt to help enact an Act on the lines of the Anti-Ragging Act in the state of Maharashtra.

Latest Funds for NGOs

DFID inviting applications for a new round of PPA funding


The UK Department for International Development has issued a call for concept notes from civil society organizations under its Programme Partnership Arrangements (PPAs) 2011-2014

As PPAs are designed for larger civil society organizations, the applicant organizations should demonstrate significant capability to implement projects targeting poverty reduction and other issues. “To be successful, an organisation should have a strong focus on poverty reduction and/or conflict, security and justice, or humanitarian priorities, be a leader in their area(s) of specialism, have excellent results management, be able to demonstrate real and practical impact on poverty reduction, have significant capability across their systems and policy engagement, and a clear fit with DFID’s values and priorities. All successful applicants would be required to conform to DFID’s UK Aid Transparency Guarantee.”

DFID has earmarked £20 million of funding for Conflict, Security and Justice, and Humanitarian (CSH) priorities out of the total £120million allocated per annum to PPAs. The rest of the funding will be allocated for general PPAs designed for organizations working on any of the DFID’s sectors and priorities, including crosscutting themes.

There is a two stage application process. Initially, only concept notes have be submitted. Based on the review of the concept notes, a fuller proposal would be requested.

Call for Proposals to fight Child Labour

As part of the “Investing in People” Programme, the European Commission has launched a call for proposals to providing funding to projects fighting child labour in developing countries. Accordingly, child labour worldwide is causing terrible hardships for children leading to their exploitation and risking their lives to work hazards. It is also damaging their physical, mental and emotional growth. Children also succumb to worst forms of child labour such as trafficking, armed conflict, slavery, sexual exploitation and hazardous work.

The European Commission has adopted several approaches for promoting the rights of children at the international level. “The EU Guidelines on the Rights of the Child 5 underline that child labour, as one of global problems, needs to be tackled by the EU in its external policy towards children.” “In June 2009 the Fourth European Forum on the Rights of the Child7 focussed on how to effectively address child labour, in particular in the EU’s external relations, through EU instruments by addressing the theme of child labour both from the perspective of social protection and from the angle of corporate social responsibility (CSR).”

Under this context, this call for proposals has been issued to address the child labour problem by advocating effective policies and strengthen partnerships especially with the private sector by promoting the CSR against child labour.

The minimum amount of the grant request is EUR 250,000 and the maximum amount is EUR 1,000,000. The European Commission will fund up to 80% of the total costs of the project and the remaining has to be financed from other sources of funding. However, in exceptional cases, it can also fund more than 80% of the project costs or even providing full funding to the project provided that there is sufficient justification from the applicant.

This is a restricted call for proposals which means that all applicants should initially submit only concept notes. Full proposals will only be requested from selected applicants only based upon the review of the concept notes. The application format for the concept note is available in the Grant application form at below link.

USIP’s 2010 Annual Grant Competition for Peacebuilding Projects

The United States Institute of Peace (USIP) supports peacebuilding projects implemented by nonprofit organizations including educational institutions, research institutions and civil society organizations. Under its 2010 Annual Grant Competition, it is currently seeking applications from organizations around the world. Even individuals can apply for funding support under this call. This competition:

supports innovative peacebuilding projects involving research, the identification of promising models and effective practices, the development of practitioner resources and tools, the development and delivery of education, training and dialogue programs, and the production of films, radio programs, and other media.

funds projects focused on preventing, managing, and resolving violent conflict and promoting post-conflict peacebuilding in settings outside the borders of the U.S. Awards support activities that apply across a broad range of relevant disciplines, skills, and approaches. USIP welcomes proposals of an interdisciplinary or multidisciplinary nature.

Topic areas of interest to USIP include, but are not limited to:

* Conflict analysis and prevention;
* Mediation and conflict resolution;
* Postconflict peace and stability operations;
* Religion and peacemaking;
* Women and girls in conflict and peacebuilding;
* Rule of law and transitional justice;
* Economies and conflict;
* Social, psychological, and physical impacts of war and conflict;
* Media and conflict.

Nonprofit organizations such as “institutions of post-secondary, community, and secondary education; public and private education, training or research institutions, and libraries” in the US and other parts of the world can apply for this funding opportunity. While applying, they should present the proof of nonprofit status in their country. The grant competition allows individuals to apply for the grant. However, they should identify a nonprofit organization through which the grants will be managed. “When applicants are employed by an eligible institution, such as a college or university, USIP requires that grants be made to the institution rather than to the individual.”

All applications submitted will be examined initially by the USIP staff, followed by in most cases an external peer review and then further consideration of the panels’ recommendation by USIP’s executivie officers. “USIP does not take positions on policy issues pending before Congress, the executive branch, or other domestic or international bodies, and does not fund “Track 1″ (official) mediation of international disputes. USIP will not fund grant proposals of a partisan political nature or proposals that would inject the grantee or USIP into the policy processes of the United States government or any foreign government or international organization. In addition, in accord with the United States Institute of Peace Act, Section 1709(b), USIP will not use political tests or political qualifications in selecting or monitoring any grantee. Projects that lead to policy recommendations for governments, international organizations, or nongovernmental organizations are welcome, even encouraged, although such recommendations will be those of the grantee and not USIP.”

Grants can be requested for a period of 1-2 years and grants are available between $40,000 and $120,000. “Proposed grant budgets are reviewed by USIP staff, and are subject to modification.”

Trust Fund’s Call for Proposals for Small Grants Programme

The United Nations Permanent Forum on Indigenous Issues (UNFPII) is the advisory body to the United Nations Economic and Social Council for discussing indigenous issues related to economic and social development, culture, the environment, education, health and human rights. It has a Trust Fund on Indigenous Issues relating to the Second International Decade of the World’s Indigenous People. This Fund was established “to promote, support and implement the objectives of the Decade,” such as:

* Promoting non-discrimination and inclusion of indigenous peoples in the design,implementation and evaluation of international, regional and national processes regarding laws, policies, resources, programmes and projects;
* Promoting full and effective participation of indigenous peoples in decisions which directly or indirectly affect their lifestyles, traditional lands and territories, their cultural integrity as indigenous peoples with collective rights or any other aspect of their lives, considering the principle of free, prior and informed consent;
* Redefining development policies that depart from a vision of equity and that are culturally appropriate, including respect for the cultural and linguistic diversity of indigenous peoples;
* Adopting targeted policies, programmes, projects and budgets for the development of indigenous peoples, including concrete benchmarks, and particular emphasis on indigenous women, children and youth;
* Developing strong monitoring mechanisms and enhancing accountability at the international, regional and particularly the national level, regarding the implementation of legal, policy and operational frameworks for the protection of indigenous peoples and the improvement of their lives.

Grants of up to $10,000 for over a period of one year can be requested from the Trust Fund. Although the Fund does not support multi-year projects, but successful applicants can submit proposal requests for following years for a funding of $5000 per year over the decade. Even proposals requesting grants over $10,000 may also be accepted provided that there is enough project justification, organizational capacity to absorb the funds etc.

The application form has a Summary Sheet and application format to be submitted by the applicants. The components of the proposal are:

EIDHR Call for Proposals to provide grants to support Human Rights Defenders

The European Instrument for Democracy and Human Rights (EIDHR) is the main financing instrument of the European Union adopted by the European Parliament and the Council for the promotion of democracy and human rights around the world. This instrument works “to contribute to the development and consolidation of democracy and the rule of law as well as to the respect for all human rights and fundamental freedoms, within the framework of the European Union’s policy on development cooperation with third countries and consistently with the EU’s foreign policy as a whole.”

Civil society and NGOs are an important part of EIDHR. The instrument recognizes civil society as an effective force for political reform and defence of human rights. It works directly with NGOs in an independent manner, leading to greater flexibility and improved capacity in implementing projects in various countries for promotion and protection of human rights. EIDHR provides grants to projects implemented by civil society groups at local, national and international level.

In this context, it has now launched a call for proposals for civil society organizations, NGOs, nonprofit entities etc to extend grants funding to them for the support of human rights defenders. This “Support to Human Rights Defenders” call for proposals has been launched for all countries around to world “to contribute to the promotion and protection of human rights and democracy through the support to human rights defenders (HRDs)” as part of the EIDHAR Strategy Paper 2007-2010 (under Objective 3).

“Civil society organisations, including non-governmental organisations, independent political foundations, community based organisations, and private sector agencies, institutions and organisations and networks thereof at local, national, regional and international level” are eligible to apply under this call for proposals (they should be directly responsible for implementation of the proposed projects).

The main beneficiaries of the EIDHR “Support to Human Rights Defenders” call for proposals 2010 should be human rights defenders and their families. Expected results can include “increased financial, material and other forms of support available to human rights defenders, both to respond to situations of urgent need and to contribute to their work in the longer-term; timely and responsive mechanisms and capacities to provide protection to defenders at risk; increased awareness of the need of and of strategies aimed at the protection and security of defenders; enhanced advocacy and lobbying capacities of human rights defenders’ organisations and individuals; enhanced capacities of human rights defenders’ organisations and individuals to monitor, report and combat human rights violations and their impunity in their region; stronger networking among civil society organisations committed to the support of human rights defenders on a regional and a global scale; increased capacities of human rights organisations at grass-root level, particularly those living in remote and rural areas, to guarantee their financial and organisational sustainability in the medium and long-term; and increased national and international awareness among human rights organisations of international mechanisms of protection and promotion of human rights, including the EU Guidelines on human rights defenders.”

This is a restricted call for proposals and only concept notes have to be submitted initially (format given in the grant application form). The full application will be requested later after the evaluation of the concept notes. All applicants should be registered at PADOR.

IHEU-HIVOS Grant Opportunity for Humanist Organizations

The International Humanist and Ethical Union (IHEU) in partnership with HIVOS is inviting applications from humanist organizations for funding as part of the IHEU-HIVOS Humanist Network and Development programme 2010. IHEU “is the world union of humanist, rationalist, secularist and atheist organizations with over 100 member organizations in more than 40 countries. IHEU promotes and defends freedom of conscience and expression, and advocates the separation of religion and state.” Since 1988, IHEU and HIVOS have worked together to promote a Humanist-oriented developmetn through human rights and Humanist networking oriented projects.

Who can apply for funding?

This grants programme is for Humanist organizations only. The following organizations can apply:

1. IHEU Member Organizations in developing countries (according to the DAC list),
2. organizations that have received grants under the IHEU/HIVOS program in one of the last 10 years, and
3. organizations pre-qualified by application (by 1 August 2010).

Organizations that are not members of IHEU can apply for pre-qualification by sending in the pre-qualification application form. See more information on the criteria in the form.

Grant criteria

The project should achieve specified goals in one or more of the following areas:

* promoting Humanism,
* promoting secularism,
* promoting human rights,
* promoting scientific method, or
* building competence and capacity of the organization itself.

The maximum funding available for a single project is 10,000 Euros per year. Projects should preferably be completed within the year of 2011, but projects lasting up to two years can apply for funding for both years from the start.

Synergos Senior Fellows Network: Fellowship Opportunity for NGOs working for the poor

Synergos works to address global poverty and social injustice through innovative global partnerships in more than 30 countries around the world. One of its interesting programs is the Senior Fellows Network which aims to strengthen the capacity and opportunities for civil society leaders so that they are in a better position to address the systematic causes of poverty and promote sustainable social change. The Network provides fellowships to NGO leaders for a period of three years. During this fellowship period, the fellows get “opportunity to enhance their skills, knowledge, and experience through peer-to-peer learning, annual and regional meetings, learning journeys, workshops, and contact with eminent persons. They exchange innovative ideas, models, and tools in the development field, which Synergos distributes to a wider audience. The Fellows also have opportunities to connect and collaborate with other distinguished change makers in the development field aligned with Synergos, including philanthropists and foundations, non-governmental organizations, businesses, governments, global institutions and academics.”

Applicants should be from NGOs working in the areas of poverty alleviation, social justice and community development. Although there is no age requirement, applicants should be “seasoned practitioners with at least 10 years experience in a management position, and have a rich professional history, a track record of accomplishment, and a reputation for innovation and risk-taking.” The chief executive/executive director, deputy director, program director, program manager etc in an organization can apply for this fellowship opportunity.

The Fellows are expected to: “contribute to the body of knowledge being developed by Synergos to address poverty and increase equity; attend at least two annual global meetings, which usually entail international travel, as well as make a meaningful contribution to relevant regional or thematic affinity groups; be available for at least one peer counseling assignment; participate in our online community and use it to share skills, knowledge and experience; and make at least one significant contribution to the advancement of the work of other Fellows through an article, speech, presentation or other forms of knowledge sharing.

NGO wants Narendra Modi to file affidavit before Nanavati panel

AHMEDABAD: NGO Citizens for Justice and Peace (CJP) on Thursday submitted before the Nanavati Commission that Gujarat Chief Minister Narendra Modi and 14 others should file affidavits before the panel explaining their roles during the 2002 riots.

The submissions were made before panel constituting of Retd Justices G T Nanavati and Akshay Mehta, by CJP's secretary Teesta Setalvad.

She submitted that number of accused like Jaydeep Patel, Maya Kodnani, were in contact with the Modi's office, which is established by phone call records.

Also, there were as many as 15 phone calls from CM's office to the then police commissioner P C Pande on February 28, 2002, Setalvad said.

"Therefore, Modi should, if not be called, be compelled to file an affidavit before Commission, explaining his role during the post-Godhra riots," she submitted.

Setalvad also submitted that the police control room records during the period of riots have been destroyed and an inquiry needs to be held in this matter.

She also requested affidavits from Pande, the then DGP K Chakravarti, JCP M K Tandon, DCP P B Pondia, Former Chief Secretary Subha Rao, Former Health Minister Ashok Bhatt, Former Urban Development Minister I K Jadeja, ex-MoS Home Govardhan Jhadafiya, and other BJP leaders.

Vital evidence of 2002 Gujarat riots destroyed: Citizens for Justice and Peace

Citizens for Justice and Peace (CJP), the NGO which represents victims of the 2002 riots in the state, has filed a fresh list of documents before justice Nanavati and Mehta Commission which is probing the riot cases.

Teesta Setalwad of CJP claimed on Thursday before the commission that vital evidence of the massacre, perpetrated in the city on February 28, 2002, have been destroyed. Setalwad was arguing before the commission over an application seeking to summon chief minister Narendra Modi, the then ministers Ashok Bhatt, Gordhan Zadafia and top police officials as well as bureaucrats.

"Few vital evidence like telephone call records of the police control room and case diaries have been destroyed," submitted Setalwad before the commission on Thursday."It is a serious issue," she said, adding "Destruction of evidence happened even though the Supreme Court was monitoring the riot cases and the probe of Nanavati Commission was also going on."

Giving more details, Teesta said, "Office of the Ahmedabad police commissioner has been allocated a telephone exchange (other than that for common people) and its line is interconnected with the office of the top police officials of the city. However, there is no record available about the communications through this separate telephone exchange."

The CJP also moved a representation claiming roles of ministers, bureaucrats and police officials in the riots. According to the 'evidence' given by the CJP, on February 28, 2002, PC Pandey, the then police commissioner of the city, had received 15 calls from the chief minister's office (CMO) and he did not move out of his office after 11 in the morning on that day.

"MK Tandon and PB Gondia, top police officials of the city, had avoided areas like Naroda Patia and Meghaninagar and a few ministers were in touch with the accused of the Naroda Patia and Gulbarg massacre," the CJP claimed.

Meanwhile, Tempton Nanavati, government pleader in the commission, submitted that, 'the representation made by the CJP is without any principle evidence'. "The Nanavati Commission has already evaluated such facts during the hearing of an identical application made by Jan Sangharsh Manch (JSM)," he said.

Blow the whistle, stay safe

New Delhi, Aug. 26: Any public servant, individual or NGO will be able to report government corruption to officials in every central and state office and seek protection of identity if the Public Interest Disclosure and Protection to Persons Making the Disclosures Bill, 2010, becomes law.

The bill, introduced in the Lok Sabha today, says an official specified by the Central Vigilance Commission would be present in each government office.

There are some riders, though.

The armed forces and intelligence agencies are out of the bill’s ambit, as is the private sector. A person can be jailed for two years and fined Rs 30,000 for a false complaint.

Complaints can be filed only on events that have taken place in the previous five years. The identities of the complainants would be protected unless they wish to waive the privilege.

Anyone revealing the identity of a whistle-blower faces a three-year jail term and a fine of up to Rs 50,000.

Once the competent authority in an office receives a complaint, the official will discreetly investigate the charges. If nothing is found, the case may be closed.

The official conducting the probe will have the powers of a civil court to summon and demand evidence from a department. Any department or official giving incomplete or wrong information would be fined Rs 250 a day till complete information is furnished. But the fine will not exceed Rs 50,000.

The authority’s decision can be challenged only in a high court within 60 days of the formal announcement of its decision.

Tiger attack: FIR filed against NGO, villagers

JAIPUR: Having been at the receiving end for their alleged slack conservation work at the Ranthambore National Park, officials of the forest department on Monday lodged an FIR against villagers and activists working in the area.

In the FIR lodged at the Mangla Dungar police station, officials named Dharmendra Khandal of the NGO Tiger Watch, besides villagers Mahendra Kumar, Rupa, Kanhaiya, Lari, Ramkesh, Hanuman, Manoj, Hakiya, Mandraj, Siyaram and Haria.

The case has been lodged under Sections 353, 332, 816 of IPC and Section 3/51 of the Forest Act. Khandal had taken pictures of the tiger attacking the ranger Daulat Singh Shaktawat on the sanctaury's outskirts on Friday.
The FIR, lodged by the assistant conservator of forests, alleges the named people snatched away the tranquillizer gun from the official and pelted stones at the tiger. Most Sections cited are for disrupting public servants' work and contain sentences of two or three-year terms.

"What happened on that day is the result of a total militancy by villagers and NGOs who, instead of being sensitive towards the limitation of the department, not only obstructed them from working but also provoked the tiger by constantly pelting stones at it," said R N Mehrotra, PCCF and Head of Forest Forces, Rajasthan.

Elderly seek NGO help to draft will, keep kin in the dark

NEW DELHI: Kul Bhushan Khanna (name changed) is 85 years old and he faces a dilemma. He wants to make a will. But fearing that his will might disappoint some of his family members and cause bitterness amongst them, Khanna has put his plans on hold.

Anticipating a similar situation in their homes, many elderly are seeking help to write their will and deposit it in safe hands without disclosing to their family members except those who they choose to tell about the existence of the will and its contents.

About 200 elderly persons have registered with Dharohar an initiative of NGO Agewell Foundation that provides help not just for drafting a will but also takes the responsibility of keeping it secret and in safe custody. The will document, the NGO assures, would be handed over to those named in the will after the death of the elderly person.

Speaking to Times City about the need for Dharohar, Himanshu Rath from Agewell said the NGO's helpline for old people receives a few calls almost everyday from elderly asking for help to draft their will. "Subsequently, many people call back to find out where they could keep the will. They say if their family members get to read its contents, it will cause discontentment and they might have to put up with extreme circumstances. In fact, many old people do not write a will just because they do not have a safe place to keep it. This is the reason Dharohar was formed,'' Rath pointed.

After his interactions with the elderly both through the helpline and in person, Rath feels that often people find it difficult to satisfy all their legal heirs. "In such a situation it becomes impractical to disclose the will details to family members. Fearing that the will might end up in wrong hands, many elderly take the services of bank lockers or advocates. But for these, they have to pay high charges, monthly or on annual basis, which discourages them,'' said Rath.

The Dharohar facility offers an affordable solution to this problem. An elderly person can deposit the will document with Agewell Foundation for safe custody in a sealed envelope. "The document can be delivered in person in the presence of two witnesses. It can also be handed over in a sealed envelope to an Agewell representative at the elderly person's residence in the presence of two witnesses,'' Rath explained.

Under the scheme, a formal receipt for will deposit is issued at a one-time charge of Rs 1,500. "And if the person wants to make any change, he or she can ask for the envelope in the presence of two witnesses. We just need the names and contact details of two persons who are to be handed over the will later,'' added Rath.

NGO embarks on projects to rescue children from Volta Lake

Winneba, Aug. 26, GNA - Rescue Foundation Ghana, a child advocacy non-governmental organisation, has embarked on projects to rescue, rehabilitate and reintegrate trafficked children from the Volta Lake to their families and communities.

Mrs Sylvia Hinson-Ekong, the Director of the NGO, said this at separate workshops for communities in the Effutu Municipality and the Awutu-Senya District to mainstream their community development plans into the two assemblies' Medium Term Development plans.

She said the NGO was working to prevent trafficking and also ensure that children are properly cared for and educated.

Mrs Hinson-Ekong said the NGO was using several interventions to achieve its goals and these include training community volunteers, community leaders, training of peer educators, sensitization and awareness raising, identification of children who have been trafficked before and those who are at risk of being trafficked for support and enrolment in school and other trades.

She said the NGO had established a library at Gyahadze and equipped it with some computers but due to lack of electricity the computers were not being used.

Mrs Hinson-Ekong said since poverty was the most critical factor in the trafficking of children they had linked the trafficking project with poverty alleviation, food security and gender project.

She said the NGO has established a cassava processing factory at Gyahadze which serves four communities to process their cassava into gari.

In Effutu Nsuekyir the NGO has also established a equipment that helps the women to process their farm produce into tomato puree, pepper puree and groundnut paste.

She said the NGO has formed the women into cooperative groups called "Yen Sorm" with branches in eight communities skills training and entrepreneurial skill are given them free of charge.

The programme was organized at a place made by `Jaaga', opposite to the Shantinagar hockey stadium. Jaaga is a group that explores new ways of using pallet-rack shelving to create community space in a dense, urban landscape to foster innovation.

Ambitious project thrown off track

KOLKATA: It was an ambitious urban reclamation project, that was to turn the filth-ridden Curzon Park into a swanky car park and promenade. The proposal even made considerable progress, with a leading architect drafting the designs and a Singapore-based company preparing a detailed project report. But the government's lack of will to see the project through to its logical conclusion, coupled with objections from an influential NGO, ensured that the proposal remained stillborn.

"At present, we have no proposal to modernise Curzon Park. The project that had been mooted earlier has been dumped," said PWD minister Kshiti Goswami. The ostensible reasons for which the project was dropped range from concerns about rodents that inhabited a section of Curzon Park, encroaching on Raj Bhavan across the road, to Calcutta Tramways Co's refusal to realign the tram tracks and quit the ground.

The project, mooted by NGO Concern for Calcutta and taken forward by architect Dulal Mukherjee, comprised an underground car park for 1,200 vehicles, a retail area for ethnic goods, an open-air theatre, a jogging track, a pedestrian plaza and food courts. This was in 2004. "The present unkempt look of the park was to be replaced with a landscape, which would combine entertainment and contemplation," said Mukherjee.

The project was to be executed by Bengal Pragati Infrastructure, with Singapore-based companies Surbana International and Sembcorp Engineers and Constructors providing expertise. The state government even signed an MoU with Surbana and Sembcorp. But just as the project was to take off, NGO Public raised objections. It argued that the unkempt park was better than the manicured lawns that were proposed in the project, as people would lose the freedom to roam in the grounds once the park became a hub of commercial activity.

Since then, Curzon Park has become more filthy.

Love sees elderly couple through

MADHYAMGRAM: Hand in hand, Bijoy Bose and his wife Kalpana survived immense hardship, deprivation and social indifference. They acted as pillars of strength for each other as they saw their world come crumbling down leaving them to fend for themselves under the open sky. Then came a ray of hope and promise of a shelter. However, as the couple later realised, even that came at a price they were not allowed to stay under the same roof. But, through their strong resolve, the couple showed once again that love could indeed work wonders. Bijoy and Kalpana are back together, looking after each other.

The septuagenarian couple, who were driven out of their rented room in Barasat's Netaji Pally tenement by their landlord, were later rehabilitated in Nijoloy a residential institution for destitute women run by Women's Interlink Foundation, an NGO, in North 24-Parganas' Madhyamgram. Being a home for women, men are not allowed to stay in Nijoloy. But the authorities made an exception and put up Kalpana and Bijoy in a ground-floor room. But that was only for a few hours. It soon became clear to Kalpana that her husband would be moved to a room on the first floor as the home rules wouldn't allow them to stay together.

What followed was an emotional outburst from the feeble-looking Kalpana, who, unable to come to terms with this "separation" from her husband, protested against the home authorities' decision to make them stay apart.

Taken aback, Krishna Bose, the ever-smiling in-charge of Nijoloy, said: "We never expected the soft-spoken and elderly woman to lodge such a strong protest. When she heard that we were planning to shift her husband, she started insisting that we allow her to accompany him to the first-floor room."

The woman's efforts have paid off, at least for now Kalpana and Bijoy are sharing the same room. Kalpana said she was really glad that she could apply vermilion on her forehead, something she could not do for the past few days after being driven out of home.

Bijoy, helping his wife wash her hands after finishing a meal, said: "Or kache shob somoy na thakle chole na, ekta haat okejo, thik hoy darateo pare na. O shushtho thakle ki aar ekhane thaki? Amra Kedar-e chole jetam (I have to stay by her side all the time. There is a problem with one of her hands and she cannot stand on her own as well. If she had been all right, we would have been in Kedarnath by now."

Concerned that Kalpana's husband is staying in the home, Aloka Mitra, chairperson of the NGO, said: "This place is strictly for women. We have to find a suitable solution to the issue."

The couple are, however, aware that the present arrangement is temporary. Kalpana, interacting with some of the younger inmates, said: "Kothao jabo na, amra dujonei ekhane thakbo. Swami stree ke alada thakte nei, kemon lekhapora shikhecho tomra? Gachtalateo tomader dadu shara raat jege kaashto, ami pithe haat bulie ditam (both of us will stay here. A man and his wife are meant to stay together. Don't you know this? When we were living under the tree, I would constantly comfort my husband, who would cough through the night."

Mitra believes a solution needs to be found to address such sensitive cases. "Whatever the law might say, we must find a solution so that the couple could stay together. In Germany and some other western countries, there is a concept by which senior citizens are kept in homes for destitute women and a relationship is developed between them and the younger inmates, which is akin to the one shared by grandfather/grandmother with his or her grandchildren. I want to conduct a similar experiment here."

And the concept seems to be working. Some of the inhabitants of the home have started cosying up to the affable dadu-dida, which is also bringing a smile to the faces of the elderly couple.
