Qualification:
• Graduate or Diploma in Forestry/Agriculture/horticulture
• At least 3 years experience of working in a forestry/agro-forestry programme
• Experience in the area of Natural Resource Management and
• Liaisoning/networking with Government will be a distinct advantage
• Effective verbal and written communications skills in English, including computing skills. Working knowledge of Kannada is desirable
• Ability to undertake unaccompanied travel in interior rural areas
Responsibilities
• Administration and management of wasteland development/agro-forestry projects being implemented through partner NGOs
• Frame out and implement the institutional structures and processes for long-term sustainability of the programmes
• Design and implement performance monitoring, appraisal and capacity building of key human resources and suggest measures to improve efficiencies
• Ability to manage and prioritise a large number of competing demands and operate to deadlines.

Digital Green’s India country office is located in New Delhi with state offices in Bhopal, Bhubaneswar and Bengaluru. (A) State Managers (2): Based in Hyderabad and Patna – These are senior management positions responsible for planning, leading and implementing DG programs in these states. The positions will represent DG to external stakeholders and liaison with state governments, other national and international institutions and civil society organizations. They will report to the COO and lead state teams consisting of Deputy State Manager, Program Managers, and administrative staff.
(B) Training Specialists (4): Based in New Delhi or state capitals- These positions are suitable for professionals with interest in performance based training technologies using adult learning principles. Successful candidates should have experience in transfer of learning to semi-literate and rural populations with an aptitude to use ICT tools for social change. The training specialists will be part of a core group of trainers and will report to Training Director based in New Delhi.
(C) Program Managers (6): Based in state capitals – These positions will work closely with DG partner organizations to implement the project activities. They will be responsible for close monitoring, accomplishment of milestones and assure quality in operations. They will be responsible for partnership management, nurture and strengthen relationships with specific government departments, NGOs, and community groups. These positions will report to State Managers.
(D) Quality Assurance Manager (1): Based in New Delhi – This is a key position to ensure high quality in operations as DG scales up its work. The position will develop tools and systems that contribute to effective implementation of standard operating procedures in project activities. The position must be familiar with strategies that assure quality in large scale operations and must continuously improvise quality assurance policies for the organization.

ROLES & RESPONSIBLITIES:
- Monitoring/Supervision of 10 TIs every month with a minimum of 15 days on the field.
- Ensure all staff are recruited by TIs according to the approved plan and guidelines
- Ensure the TIs provide the appointment letter to all staff with detailed TOR
- Facilitation for induction training of newly recruited or transitioned TIs
- Ensure that all the TIs have PE wise hotspot level outreach plans that are supervised by the ORWs and monthly review of all the ORWs and PEs performance is done by the chief functionary of the TIs
- Facilitating the identification (by TI), short listing (mapping), training and establishing linkage with the preferred providers for STI services
- Ensure that the clinics (project owned or referral) follow the NACO Syndromic Case Management guidelines
- Ensure that the TIs develop referral network for ICTC, Care & Support, TB management, STI complications, medical care, social and legal support, IDU services
- Ensure that the TIs have setup free condom outlets at all hotspots
- Ensure that the TIs meet the condom demand of each HRGs through outreach
- Ensure that the TIs maintain sufficient condom stock and correspond with SACS for timely delivery
- Ensure that the TIs utilize the funds in time and as per budget guidelines
- Ensure that the TIs have the correct understanding of all CMIS indicators and all TIs timely submit UCs and monthly CMIS to SACS
- Ensure that each TI is able to do the analysis of feedback of CMIS data at the project and outreach level
- Ensure that all the TIs have typology specific IEC
- Co-ordinate with the SMO to ensure that SM outlets are setup at each TI
- Facilitate rapport building with all stakeholders, co-ordination with DAPCU and other Government agencies for program support
- Coordinate with TSU HQ and STRC to ensure all TI staffs are trained
- Develop learning sites in the district/region
- Coordinate and facilitate a monthly review meet attended by all the TIs in the region where best practices are shared, key gaps are addressed and broad plans are designed
- Assist TSU Team Leader (Targeted Intervention) and Training in setting up a system of on-site concurrent assessment of the quality of training and grading of participants.
- Strengthen TI data through supportive monitoring and supervision.
All field visits would be followed up with a detailed tour report to be submitted on a daily basis and a detailed report within 3 days of completion of tour

• Duration:
o Initially, this position will be for 6 months commencing from 15th June 2011.

• Scope of work:
o Coordinating with TANSACS, CAPACS, TAI, APAC, PSI, and other state level players to undertake documentation of best practices based on the state initiatives.
o Organizing meeting with stakeholders to finalize the documentation plan, share experiences, collect information, to prepare the best practices in coordination with the agency identified for this purpose.
o Undertaking secondary review of the different publications undertaking during the last 20 years in the state.
o Forming working groups, conducting working group meetings, follow-up actions on the recommendations of the working group and incorporating the same in the best practices documents.
o Undertake advocacy with press, media, publishing houses, national, international journals and other IT based innovative communication initiatives for wider dissemination.
o Undertaking travels to different districts to collect information to support the best practices.
o Developing the Invitation For Application (IFA) to identify a suitable agency in coordination with the admin and selection of suitable agency for developing a video film.
o Providing appropriate technical input to the agency, reviewing the technical content of the scripts and approving, guiding the agency for producing creative film, facilitating for completion of the film in time, etc.,
o Conducting meetings with officials / personnel worked in HIV sector to collect information / interviews to incorporate in the best practices.
o Identifying popular appropriate channels, advocate with the channels, media buying, facilitate for telecast of video films on best practices at National / International level.
o Working closely with other officers in APAC to bring out best practices series based on the innovative initiatives undertaken by APAC.
o Coordinating with advertising agencies for bringing out the video films, DVDs & others.
o And any other activities assigned by the reporting officer as per the requirements.
Note: The consultant will not produce film on his / her own. However, h/she will be responsible for planning, executing, coordinating and managing for producing a video film in coordination with the agency identified for this purpose.
