Essential Qualifications:

Position Objective:
• To support the IDU TIs in effective implementation of the programmes through training, orientation, monitoring and evaluation of the SACS NGOs performance on regular basis.
• To provide oversight and direction of the drug substitution program in the North East, ensuring achievement of Project objectives according to the strategies and approaches outlined in the NACP III design.


Responsibilities:
• Ensuring compliance to NACO TI operational guidelines by SACS and its implementing NGOS/CBOs for effective and efficient implementation of the IDU Targeted Interventions
• Ensuring provision of adequate and appropriate harm reduction related trainings for all levels of implementing NGOs/CBOs by SACS
• Ensuring regular monitoring and reviewing of the implementation of the Targeted Intervention for injecting drugs users and their sex partners
• Provide onsite technical supervision to POs based at the TI sites and provide feedback to POs reports and follow up on issues identified for SACS to address
• To make visits to the states, SACS. NGOs, Civil society organizations, Government Department, State authorities and to provide technical advice and hands-on support on harm related advocacy issues
• Assist in the development of state specific AIDS Policies for effective implementation of Harm Reduction as a part of the strategy for reducing HIV prevalence among injecting drug users and their sex partners
• To provide technical assistance in protocols development for proper and smooth implementation of Drug Substitution Programme with Buprenorphine or Methadone as per the policy of the Government of India.
• Provide intense on-site technical assistance to partner NGOs implementing OST; review NGO needs and ensure that technical assistance provided to NGOs by project team is optimal
• Facilitating community mobilization processes and assist in the formation of IDU support groups/networks in all the states
• Facilitating development of referral linkages of TIs with other services e.g. STI services, RNTCP, ICTC, ART Centres, Rehab Centres, detox programs, etc
• Assist in capacity building and training of officers of SACS, NGOs, Civil Society Organization, Policy and Drug Enforcement agencies, Prison authorities, Media in the area of Injecting Drug Use and AIDS
• To regularly plan out support-cum-monitoring visits in consultation with Regional Programme Advisor TI such that all the NE TI department should be visited on a regular intervals for monitoring and to support project implementation
• Monitor and report on progress of IDU TI components to the Regional programme Advisor TI, including active risk management, through monthly, quarterly and annually reporting formats outlined in the NACP III Guidelines.
• Discharge any other duty as desired by the Programme Manager TI and the Team Leader


Remuneration/ salary Scale:
• He / she will be given a total remuneration of 40,000 - 50,000 per month. No house rent allowance or any other allowance will be given.
• The cost of authorized official travel and related expenses shall be reimbursed as per following norms of NACO in respect of contractual staff.

• ii) less than 600 km by rail up to AC II tier

Background

UNDP supports the national programme to forge multi-sectoral collaboration with government ministries and the civil society through technical support at the central and state levels. UNDP India has undertaken evidence-based advocacy together with positive networks, NACO and its state offices for modification of existing polices and schemes, pro-active inclusion of PLHIV in the new ones (HIV-sensitive), and formulation of HIV-specific social protection policies and schemes wherever possible without compromising the confidentiality of PLHIV. The pace and rigour of making policies and schemes HIV-sensitive has varied from state to state.

Advocacy for inclusive policies/programmes for PLHIV in India is a challenge given the lack of stark visibility of the epidemic due to low HIV prevalence. The challenge has further been exacerbated by the stigma attached to the epidemic. This necessitated a concentrated and sustained effort at sensitising the stakeholders before advocating for such a change.

Despite the challenges and the time and effort required in making a case with the government sector, sustained efforts under the initiative have paved the way for amendment of 35 government schemes across the country. The State Council on AIDS (set up with project facilitation) have helped this cause by 29 directives so far to the government departments giving direction to the efforts of the various sectors in ensuring social protection for the marginalised community. Almost 150,000 people infected and affected by HIV are benefitting from the different social protection schemes.

There is now a need to strengthen the above gains, upscale them to include other marginalized groups such as transgender people. In light of the above, NACO and UNDP are looking for highly motivated development professionals for the project cell situated within NACO.

Functions / Key Results Expected

Under the supervision of the National Project Director (NPD) and UNDP, the incumbent will strategise and implement mainstreaming initiatives within the human rights framework ensuring addressing of gender issues and greater inclusion of people living with HIV (GIPA). They key areas of work will be as follows:
Ensure mainstreaming of HIV in non-health sectors for social, economic and legal protection of people living with HIV (PLHIV) and marginalised populations
• Oversee the work related to Mainstreaming Division
• Analyse the mainstreaming initiative to draw lessons and develop workable strategies for comprehensive protection for PLHIV and marginalised populations to inform formulation of NACP-IV and UNDP Country Programme.
• Look after the meetings of National Council on AIDS and similar national level committees, advisory bodies and thematic coordination meetings with donors..
• Support relevant non-health ministries, civil society and the private sector in developing policies, strategies and interventions to ensure comprehensive protection to PLHIV and MARPs through situational analysis including capacity assessment and help in drawing up action plans.
• Support relevant ministries in ensuring and reporting follow-up to directives.
• Look after formation and regular meetings of State Councils on AIDS or similar mechanisms
• Develop tools for convergence of services offered by key ministries & departments and NACO
• Regular status updates prepared for different stakeholders at national, state and district levels.
• Coordinate mainstreaming projects supported by donor organizations to enable NACO follow-up on decisions taken.
Ensure smooth liaison between NACO and UNDP on administrative, financial and programmatic areas of UNDP supported projects
• Facilitate activities related to planning and budget allocation and liaise with UNDP for the same.
• Ensure effective and high quality implementation of project strategies
• Consolidate the work of the project with documentation of successes and learnings, organize review meetings and advocacy events, prepare tools and technical resources for implementation of action plan and steer the roll out.
• Develop appropriate MIS indicators for mainstreaming in the regular monitoring mechanisms of NACO and concerned ministries and ensure implementation
• Conduct desk reviews, address local bottlenecks and bring unresolved issues to the notice of supervisory officers.
• Quality assurance of all knowledge products developed under the project by ensuring correctness of content and language, dissemination of good practices
• Undertake any other task required for smooth implementation of the project plan, any other programme-related activity and any other task assigned by NACO.

Position Overview:

Human Resource Manager is a member of the management team and s/he is required to manage a human resources department, overseeing administration of hiring, retention, staff development, termination, personnel records, legal compliance, compensation, benefits, and long-term staffing strategies. Responsibilities include development and administration of personnel rules and regulations, pay and job classification structure, and programs for employee training, safety, health, and morale. This position will report to the Country Director and will supervise associates/officers reporting directly to him/her.

Primary Duties & Responsibilities:

A. Development of HR Strategies, Policies, Systems and Plans

• Design, operate, coordinate and monitor operational systems for managing necessary human resource functions to implement the approved policies.
• Review and develop a personnel policy and revise as necessary based on the standard GO/RO HR policies,
• Identify labor related legal requirement and government reporting regulation affecting human resource functions. • Organize and coordinate both in house and off-site staff training and development programs to meet the identified development needs.

D. Develop, Effective Employee Relations Program

• Determine and recommend employee relations practices necessary to establish positive employee-employee relationships and employee-employer relationship.

• Recommend for disciplinary actions and termination as per the personal policy guidelines.
• Review employee appeals through compliant procedure.

Meetings/Networking

• Participate and conduct meetings with relevant Human Resource Management organizations.

Qualifications:

Must have/Essential Qualifications:

• Three – Five years related experience in Human Resources experience in a managerial position, preferably in development sector.
• Bachelor’s degree with minimum of three to five years of professional experience in HR position.
• General knowledge of the principles and practices of personnel administration.
• Generalist HR background preferably developed through various specialist assignments. The most important of which would be; employee training and development, organization development, HR administration, compensation, recruiting and compliance.
• Demonstrated a strategic approach to HR with the ability and willingness to also execute the tactical elements of the job.

About Advocating Reproductive Choices (ARC):
Advocating Reproductive Choices (ARC) is a coalition of organizations and members working in the field of sexual and reproductive health. ARC’s mission is “Creating an enabling environment for making a range of effective and safe methods of contraceptive options available to men and women suitable to them individually and as a couple, during their different reproductive phases to improve maternal health.”

ARC is currently a coalition of 35 likeminded organizations and members at National level and 125 agencies at State level (Rajasthan, Uttar Pradesh, Madhya Pradesh, Bihar and Jharkhand). At present Family Planning Association of India (FPA India), a national level NGO working in the field of sexual reproductive health and rights, is holding the ARC Secretariat. It has established state level ARC chapters in Madhya Pradesh, Rajasthan, Bihar, Uttar Pradesh and Jharkhand.
In Uttar Pradesh, the ARC lead agency is FPA India – Lucknow. This project in Uttar Pradesh is supported by United States Agencies for International Development (USAID) through Family Health International (FHI)-India for strengthening the ARC coalition work; especially in the state level chapters – Uttar Pradesh and Jharkhand. The focus in Uttar Pradesh is to advocate for issues related to family planning.

Key Responsibilities:

Groupe Developpement (now renamed as ‘Acting for Life’ ( www.acting-for-life.org ), an international child protection agency, hereby invites practitioners in the domains of mental health, psychosocial care and caregiving, for an evaluation of a capacity building programme for caregivers who work with children and adolescents. Organisations or consultancy firms with relevant experience may also send their expression of interest. The evaluation will be carried out between August and September 2011.

Programme description:

The capacity building programme for caregivers was designed to suit the needs of frontline social workers and caregivers who work with children in institutions (shelter homes, drop in centres). The programme aimed to build skills and capacities in them to work with groups of children effectively and thereby strengthen the system in which they work.

The programme is based on the premise that capacity building programmes of caregivers cannot be restricted to skills building alone. Given that caregiving is an undervalued role and job in the larger context and within the context of NGOs, caregivers also lie in the bottom of the pyramid is the system lacking in identity, esteem of the job role and therefore in selves, the programme speculates that much of the stress borne by caregivers as a result of their jobs and also their personal lives are reflected in the nature of engagement with children and adolescents they work with. Hence, the programme integrates work with the self and their relationship with the context (the children the work with, the systems in which they work). The assumption held by the programme is that this process will lead to better alignment of organizational processes and mission which is imperative in order to reach the goal on quality institutional care.

The content of the trainings therefore includes: (a) Building empathy amongst caregivers (b) Helping caregivers recognise their roles and understand role boundaries (c) Skills training enabling sensitive handling of children by caregivers (d) Acquiring skills for effective communication and (e) Stress management. The methodology of the trainings included: (a) experiential learning through structured exercises and simulations (b) A participatory facilitation style and (c) A ‘within to without’ direction of the sessions (from cognitive sharing of experiences & understanding of issues to emotive exploration of experiences and catharsis, followed by new realizations from within and finally leading to skills training to improve newly identified areas of improvement. There is a resource manual for the training – which offers a guideline and structure, but which allows flexibility and adaptation to suit the group needs.

The programme was designed in 2004 and being implemented since then in India, Bangladesh and later Nepal. A resource pool of 14 trainers (mental health professionals) has been created in India and Bangladesh to build sustainability of the programme and broaden its reach and capacity.

In Bangladesh, the programme under this project period (2009 - 2011) created a resource base of trainers in Bangladesh. This was to build sustainability of the programme in Bangladesh. Also, there were trainings conducted with caregivers from 5 NGOs working with various groups of children and adolescents. These NGOs (or the programmes) are based in Dhaka, Rajshahi, Jessore, Khulna and Barisal. Caregivers who have attended the trainings are those who work directly with children (social workers, community workers, counsellors, teachers) as well as those who work for management and maintenance of the system (shelter homes, drop in centres) and play various roles (programme coordinators, home mothers, centre in-charges, cooks, guards). In order to strengthen monitoring of caregiving in NGOs, the programme introduced a monitoring tool (Mental Health Care Committees) comprising of caregivers and organisations’ management, which was to be adopted and functionalised by participating NGOs.

Concurrently, the programme has also been implemented in India with similar objectives and tasks (training of trainers to build the resource group, implementing trainings, introduction of the MHCC’s to organisations for monitoring of caregiving) etc.

Evaluation Objectives:

The objective of this evaluation is to take assess how the programme delivery and impact is aligned with its objectives, analyse the processes and its relevance to its objectives. This may lead to modification and/or addition/ deletion in content, and its methodology. Specifically, the evaluation needs to:

1. Assess impact of the training on the participants, identify in what ways they have experienced the benefits of the training, how this may have affected their roles and their responses to their context.

2. Assess the effectiveness of training of trainers that was conducted to equip the trainers in Bangladesh.

3. Assess the effect and impact of the programme on the organisations who participated in the programme (from where the participants were nominated for the training).

4. Compare the impact of the programme between Bangladesh and India and identify divergences, differences and its implications: Given this programme has also been implemented concurrently in India, the evaluation needs to compare the experiences. Therefore, the evaluation would not only be restricted to Bangladesh but to India as well.

Methodology:

1. Geographically, the evaluation will be conducted in Bangladesh (Dhaka, Khulna, Barisal, Jessore and Tangail) and India (West Bengal).

2. The evaluation will need to ensure the participation of all the different stakeholders involved in the programme – the designers/developers of the programme, the resource group of trainers (who participated in the training of trainers), at least 40% of the participants trained (Caregivers), the management of the NGOs and a sample of children and adolescents living in the various institutions under the care of these organizations.

3. In depth interviews with the participants, group discussions and other tools and methods may be used to gather feedback and recommendations. The report must include qualitative and quantitative data.

4. The evaluation must cover all 5 NGOs in Bangladesh and a sample number of NGOs (another 5) in West Bengal. The evaluation must identify differences in the implementation and effectiveness of the programme amongst the various participating organizations and the sustainability therein.

5. The evaluation must review the resource kit as well as gather feedback from users on the tools in the kit.

6. At the end of the field work, a one day consultation may be organised by Groupe Developpement to bring the partners and the programme team together, with key stakeholders where the evaluators would be required to share their preliminary impressions and findings. In case it is not possible for the children or other stakeholders to attend this consultation, the partners and Groupe Developpement would take the responsibility of sharing the findings with children and other stakeholders.

Deliverables:

The evaluators would be required to submit all instruments and data collection tools that they would have developed prior to the commencement of the field work. Anonymity of respondents may be respected and this would depend on the consent of the respondents and discretion and judgement of the evaluators. At least one draft report would have to be submitted to seek comments, clarifications before submission of the final report.

While travel, accommodation and other expenses will be borne by Groupe Developpement, evaluators would be required to coordinate their travel and other logistics with the project partners. The project coordinator of each organisation will assist you with information and coordination of your travel and other logistics.

Evaluation team:

The evaluation team will comprise of two people, with backgrounds of mental health and programme evaluation. One of the evaluators should preferably be a Bangladeshi national. Both evaluators should preferably be conversant in Bengali given the fact that most caregivers may not be fluent in English.

Timeline:

The evaluation must be conducted between 15th September and and 15th October 2011. The real time for the evaluation is twenty days: 2 days for review of documents and reports, reports and other documents, 15 days for field work and 3 days for reporting.

Background

UNDP supports the national programme to forge multi-sectoral collaboration with government ministries and the civil society through technical support at the central and state levels. UNDP India has undertaken evidence-based advocacy together with positive networks, NACO and its state offices for modification of existing polices and schemes, pro-active inclusion of PLHIV in the new ones (HIV-sensitive), and formulation of HIV-specific social protection policies and schemes wherever possible without compromising the confidentiality of PLHIV. The pace and rigour of making policies and schemes HIV-sensitive has varied from state to state.

Advocacy for inclusive policies/programmes for PLHIV in India is a challenge given the lack of stark visibility of the epidemic due to low HIV prevalence. The challenge has further been exacerbated by the stigma attached to the epidemic. This necessitated a concentrated and sustained effort at sensitising the stakeholders before advocating for such a change.

Despite the challenges and the time and effort required in making a case with the government sector, sustained efforts under the initiative have paved the way for amendment of 35 government schemes across the country. The State Council on AIDS (set up with project facilitation) have helped this cause by 29 directives so far to the government departments giving direction to the efforts of the various sectors in ensuring social protection for the marginalised community. Almost 150,000 people infected and affected by HIV are benefitting from the different social protection schemes.

There is now a need to strengthen the above gains, upscale them to include other marginalized groups such as transgender people. In light of the above, NACO and UNDP are looking for highly motivated development professionals for the project cell situated within NACO.

The project is an intervention with a goal to address the HIV prevention, care and support and treatment requirements in 22 high prevalence and highly vulnerable districts. The specific objective of the project includes:
• Reach out to HRGs and vulnerable men and women in rural areas with information, knowledge, skills on STI/HIV prevention and risk reduction
• Increasing the availability and use of condoms among HRGs and other vulnerable men and women.
• Establishing referral and follow-up linkages for various services including treatment for STIs, testing and treatment for TB, ICTC/PPTCT services, HIV care and support services including ART.
• Creating an enabling environment for PLHA and their families, reducing stigma and discrimination against them through interactions with existing community structures/groups, e.g. Village Health Committees (VHC) , Self Help Groups (SHG) and Panchayati Raj Institutes (PRI).

The scheme will make an effort to build a community-centred model for rural areas.

Communication &  Liaisoning
• Liaisoning with NACO, Regional PFI, SACS, ART Centres, District/ State Level Networks, and other Non- Governmental organizations, Agencies, concerned / connected with the project – at the State level.
• Organizing & coordinating the meetings with SACS, PFI and Regional offices.
• Attending monthly coordination and other meetings with each of the ART Centres.
• Establish and maintain a positive community relationship.
• Build effective communication and linkages with the SACS and other service delivery points (ICTCs, DAPCO, Link ART Centers).
• Manage effective linkage and coordination between the PMU, Partner NGO, the State/ Regional Office and the CCCs.

Position: Regional Technical Officer- OST
Duration: 1 Year contract (extendable after subject to satisfactory performance Assessment)
Location: NACO Regional Office, Guwahati with frequent travel to the 8 NE States
Reports to: Team Leader TI Division /Programme Manager (TI)

Essential Qualifications:
• He/She may be post graduate degree/ diploma in Public health/ health management or Master in Sociology/ Social work. In exceptional cases, an individual from injecting drug use background demonstrating high degree of technical competence in harm reduction related to injecting drug use may be considered
• He/ She have worked in a senior and responsible position in the field of HIV/AIDS for a minimum period of 5 years.
• He/ She should be preferably a permanent resident of one of the North East States.

Position Objective:
• To support and supervise the IDU TIs- OST sites in effective implementation of the programmes through training, orientation, monitoring and evaluation of the SACS NGOs performance on regular basis.

Responsibilities:
• Ensuring compliance to NACO TI- OST operational guidelines by SACS and its implementing NGOS/CBOs for effective and efficient implementation of the OST programme
• Ensuring regular monitoring and reviewing of the implementation of the OST programmes for injecting drugs users
• Provide onsite technical supervision to POs based at the OST sites and provide feedback to POs reports and follow up on issues identified for SACS to address
• To provide technical assistance in protocols development for proper and smooth implementation of Drug Substitution Programme with Buprenorphine or Methadone as per the policy of the Government of India.
• Provide intense on-site technical assistance to partner NGOs implementing OST; review NGO needs and ensure that technical assistance provided to NGOs by project team is optimal
• Facilitating development of referral linkages with other services e.g. STI services, RNTCP, ICTC, ART Centres, Rehab Centres, detox programs, etc
• To regularly plan out support-cum-monitoring visits in consultation with Regional Programme Advisor TI such that all the NE OST sites should be visited on a regular intervals for monitoring and to support project implementation
• Monitor and report on progress of OST programmes to the Regional programme Advisor TI, including active risk management, through monthly, quarterly and annually reporting formats outlined in the NACP III Guidelines.
• Discharge any other duty as desired by the Programme Manager TI and the Team Leader

Remuneration/ salary Scale:
• He / she will be given a total remuneration of 30,000 - 40,000 per month. No house rent allowance or any other allowance will be given.
• The cost of authorized official travel and related expenses shall be reimbursed as per following norms of NACO in respect of contractual staff.
• i) Beyond 600 km by Air
• ii) less than 600 km by rail up to AC II tier
