Job description
The Director is based at Jaipur. He /she has to provide leadership to a team of 12-15 professionals at the Jaipur headquarters and senior level Project Directors in the 9 blocks. The total number of staff in Doosra Dashak is approximately 250, nearly one-third of them women. The Director should have proficiency in preparation of project proposals for funding agencies and sending reports to them. He /she takes responsibility for overseeing accounts of approximately 4.00 crores (40 million). It has to be ensured that field agencies observe high standards of integrity, transparency and accountability. Innovation and emphasis on process along with a commitment to achievement of goals is appreciated in the organization. The Director would be expected to work under the overall guidance of a senior and eminent educationist who is the present Chairman and Managing Trustee.

Key areas of responsibility:

Programme Related:
• Provide guidance and support to the 9 field units in the effective implementation of the Doosra Dashak programme.
• Serve as an efficient team leader charged with the day-to-day execution of the program at the state unit; undertake the timely deployment of financial and human resources for program success and monitor the attainment of desired results/indicators.
• Lead in identifying, developing and executing fundraising strategies
in keeping with the principles and policies of Doosra Dashak.
• Ensure that proper monitoring and evaluation systems are in place at all levels to ensure the maintenance of high standards of quality and transparency which are a benchmark of Doosra Dashak.
• Promote a learning environment within the organization that facilitates two-way learning with various stakeholders.
• Develop and implement an organizational strengthening strategy that increases field units’ capacities to monitor, evaluate, deliver and report on services, and that will support their sustainability.
• Coordinate/arrange all technical assistance and training activities under the program.

Networking, Alliance Building and Collaboration:
• Ensure strong cooperation and collaboration with partners, donors, government media and other key stakeholders.
• Support and guide NGO partnerships to achieve common desired goals.

Administration
• Manage and guide the team members and their on-going monthly work plans to achieve agreed results and oversee the establishment and functioning of a strong, effective senior leadership team.
• Ensure the development of the organization’s management system. This would include: proactively addressing performance issues through regular, constructive and correct feedback and necessary staff development.
• Monitor the organization’s financial position and ensure the best use of available resources. Ensure effective utilization of annual and project budgets within time and be accountable for the same as well as oversight of financial transactions and reports, maximizing cost recovery from restricted grants, ensure compliance with all Doosra Dashak procedures and applicable donor requirements.
• Preparation of project proposals for funding agencies and ensuring the timely submission of all appropriate reports.
• Oversee the management and development of organizations’ human resources to ensure a diverse, skilled and productive team and promote an organizational culture where DD’s values are practised.
• Attend all staff and other meetings as and when required and represent Doosra Dashak at the various state and national platforms, especially in the context of Adolescent education.
• Provide guidance and resources to ensure IT is utilized efficiently and effectively.

Required qualifications:
• Post Graduate degree in a relevant field.
• A minimum of 10 years experience at a senior level in the development sector in the following areas- education, adolescent development, formation and strengthening of village organizations with special reference to youth organizations and others ways of empowerment of rural adolescents, programme planning and implementation as well as team management.
• A clear and sound understanding of the national development context (policies and prgrammes) especially with reference to education and adolescent development.
• Proven evidence of leadership and taking of innovative initiatives, (with anecdotal accounts).
• Excellent written, oral communication, presentation and representation skills in both Hindi and English.
• Ability to create team building environment and ability to train and inspire personnel from diverse backgrounds. Team work skills would include an ability to both lead and work as a member of teams, including consensus building, communications and leadership skills.
• Familiarity with Information Technology

The consolidated salary of the outgoing Director was Rs.50,000/- plus PF and medical reimbursement.

Position: Finance Analyst (Reference: FA1-FMG; 1 vacancy)

Role- Monitor and analyse financial planning, accounting and reporting under NRHM/RCH at national and state levels. Review financial management processes. Provide technical assistance and build capacity of states on financial management and accounting matters

Tasks- Key tasks include:

 Technical
o Compilation of fund utilisation data of various components/programmes of NRHM
o Analysis of data related to fund utilisation, audited Utilisation Certificates, trend of expenditure, pattern of utilisation among the intra RCH and NRHM components
o Preparation of analysis reports and circulation to Divisions of the Ministry and states
o Coordination with the National Disease Control Programme for consolidation of their fund releases and fund utilisation
o Review of financial processes in states and provision of suggestions for improvements

Monitoring
o Monitoring of states relating to release of funds, receipt of funds by states, further releases to districts, timely submission of Financial Management Reports by the states, timely submission of Utilisation Certificates, Audit Reports by states etc.

Audit
o Facilitate audit arrangements for States/UTs
o Support monitoring of audit process in states and districts

Technical Assistance and Training
o Provide technical assistance and training to states on finance and accounts matters

Eligibility- MBA (Finance) from a reputed recognized institution (preferably with a commerce background).

Experience- 5-8 years of experience of which 2-3 years in the social sector at national/ state/district levels especially in the health sector is desirable. Excellent knowledge of MS Word, Excel, Power Point and Access is required. Knowledge of accounting packages (Tally) would be an added advantage.

Additional Information- All positions would be based at the MoHFW, New Delhi and would require travel across the country. Job responsibilities of the fellow in the State will be as follows:

2. Building capacity for use of information at district and sub-district levels as well as at state level.
3. Preparing and building systems for regular data analysis and provision of HMIS feedback reports to concerned programme officers to State, district and sub-district level of.

5. Facilitating planning, organizing and conduct of capacity building of various officials in HMIS.
6. Ensuring review of HMIS tools and registers, rationalization of data elements to align them with State and National level data requirements.
7. Ensure availability of resource materials in HMIS at district and levels below.
8. Ensure development of a competent core HMIS team at State and district level to provide needs-based HMIS training to health facilities and follow up implementation of HMIS.
9. Promoting use of HMIS data for evidence based planning.
10. Facilitate technical assistance by NHSRC in other areas of health informatics.

 Program and State Strategy
·         Develop Program implementation plans for State programs as allocated within MI India Trust budget
·         Assist in development of State Strategic Plan under the direction of the Country Director, MI India Trust

·         Develop Program  Concept Notes for State level activities as required
·         Responsibility of working with the Government in State on their planning processes including but not limited to ensuring procurement and adequate supplies of key micronutrients

Program Implementation

·         Working with  National Program team in Delhi and ensure successful implementation of Micronutrient programs in the State
·         Assist the National Program team in monitoring all programs implemented in the State
·         Conduct field visits no less than monthly to review progress of programs, identify and rectify roadblocks in programs, communicate issues to Program Managers as needed.
·         Regular monitoring and supportive supervision are conducted to ensure that the agency/consultants implement activities as planned and provide timely feedback for improvement in training
·         Facilitate in establishing State IDD cell and laboratories where relevant to MI Trust at the State level
·         Work with State level officials in Food and Civil Supplies department and explore opportunities in introducing salt in Public Distribution System (PDS)
·         Analyse coverage data and build capacity of the State to analyse and act on the same
·         Ensuring training/Orientation of service providers, supervisors, DRT members, NGO personnel, etc including
·         Coordinate with agencies for facilitating training / orientation of service providers, supervisors, DRT members, NGO personnel, etc. of VAS program across the state.
·         Ensure quality in training and other capacity building exercises through appropriate mechanisms.
·         Build the capacity of DCs in identifying training needs, analyzing pre & post questionnaire and conducting training at supervisory levels.
·         Review the effectiveness of the training after each round in consultation with the M & E consultant to refine the strategy.
·         Ensure that NGOs & DCs conduct on job supervision and training to different categories of staff/workers

5.    Education/Professional Designations/Experience:

·         Good knowledge of government policies and programs to address nutrition in India as well as of the role of industry in nutrition in the country.  Good knowledge of other programs that intersect with nutrition and provide a platform for action (e.g. health programs, livelihoods, social safety nets).
·         At least 10 years of work experience with industry, government agencies, NGOs, community groups, and/or UN agencies (preferably a combination of experience in at least two of these and preferably in nutrition).  Prior experience managing or working on MI programs will be an asset.

About Position:

The INCLEN Trust International intends to further expand its research programs across developing world in following health areas: maternal and child health; chronic diseases including obesity; patient safety; infectious diseases; health systems and governance of public health systems; and clinical trials. Job description
• Develop research proposals to secure external grants and contracts to support a successful training and research
program.
• Lead a team of researchers independently and execute research studies and assignments including organization of
training, technical and project management meetings.
• Work closely with relevant technical partners, government and private sector partners for technical inputs and
implementation of project work plan.
• Undertake advocacy and consultative dialogue with the government and other stakeholders.
• Undertake any other activity as advised by the Executive Director from time to time.

Qualification
