Description of project:
Pratham initiated the Gyanshala program in 2004 to create a model for long term educational rehabilitation of rescued child labourers. Pratham's gyanshalas are residential centers providing academic support, sports and skill development courses to boys who had been child labourers earlier. Currently there are 4 Gyanshalas operational. 3 Gyanshalas are in Sitamarhi district of Bihar and 1 in Kishanganj district. In total, there are 134 boys living in the 4 Gyanshalas. The staff in Gyanshala are responsible for taking complete care of the children while working towards providing them a sound education and a brighter future.

Job description:
The Gyanshala head will provide leadership to the team in envisioning how the Gyanshala is to fulfill its mission of providing every child with a sound foundation for a better future. The head will be responsible for overseeing the operations of the four Gyanshalas.

To that end, the Gyanshala head’s job broadly consists of the following:
• Creating placement opportunities for the children
• Development of appropriate education & skilling programs for the children
• Strengthening the quality of educational (academic, skills and sports) support and other inputs in the Gyanshalas; ensuring wholesome development of the children (organizing competitions and events)
• Staying connected with the main trends in secondary education, skilling & sports at district and state level and being able to project Gyanshalas as a model resource center
• Overseeing the finances and resource usage within the Gyanshalas
• Report writing and interfacing with the donor
• Providing constant support & guidance to the Gyanshala team.
Desired Qualifications & Experience:
• Minimum 4 years experience heading a rural project
• Qualification: Minimum Post Graduate, preferably in Rural Management

Cluster Learning Centers aim to provide academic support to children in rural areas from pre-school until middle school. 15 Cluster Learning Centers (CLCs) will be set up in 3 districts in Bihar, namely Sitamarhi, Kishanganj and West Champaran. Each CLC would be staffed with about 6 members and cater to a cluster of approximately 20 villages. The center would be providing the following services:

· School preparedness classes to pre-school children in Anganwadis

· Academic support to children in primary schools, assisting them in developing basic reading, writing and arithmetic skills

· Enrichment courses in English, Science & Mathematics to children in middle schools

· A library program for all villagers

· Computer classes at the center

· Evening center-based activities in English, Mathematics, Science & Digital Literacy

· Learning camps and creative workshops for children and mothers during school holidays.

Job description:

The cluster learning center head would be responsible for the overall execution of the project and for ensuring that the CLC goals are met. S/he would supervise the smooth functioning of all 15 centers and assist the CLC personnel in their duties. To that end, the job would broadly consist of the following:

· Supervise the set-up of the centers including team formation

· Planning and supporting capacity building needs of all CLC personnel

· Regular monitoring of each block to ensure all the centers are running smoothly

· Providing constant support and guidance to the team in their day-to-day activities.

· Planning the execution of different activities to ensure the overall CLC goals are met

· Actively engaging with district and state level government officials to strengthen relationships

· Supervising the finances and resource usage within the CLCs

Purpose

The Institute for Human Development, New Delhi intends to hire a Research Fellow in the field of labour market analysis. This is a two year position in an IDRC-funded project on Labour market inequality in Brazil and India, which is being carried out in collaboration with CEBRAP, Brazil (Centro brasileiro de análise e planejamento). The Research Fellow will be responsible for implementation of the IHD component of the project under the direction of and in collaboration with Dr Gerry Rodgers, Visiting Professor at IHD. She or he will be assisted by a Junior Research Officer. The work involves both historical analysis of trends and determinants of labour market inequality over several decades, econometric analysis of NSS and other data sources and policy reviews.

Qualifications required include a Ph.D in Economics, preferably with a specialization in labour economics, and 10 years research experience in this or related fields, attested by a suitable publication record. Experience of analysing large survey data sets is required, as well as excellent writing skills and the ability to work effectively in an international team.

A. Project Background

Till 2050 the urban population in India will almost double, which is an increase from 28% in 2001 to 50% of the total population. There are substantial deficits with respect to urban sanitation and significant measures have to be undertaken to improve the future overall situation.
In October 2008 the Indian government sanctioned a policy paper prepared by Ministry of Urban Development as “National Urban Sanitation Policy“. This document indicates the strong will of the Government to achieve the goals of the second World Water Decade (WWD) “Water for Life” (2005-2015), which is one of the core elements of the MDG7 – to secure ecological sustainability as well as MDGs 4, 5 and 6, which includes health and hygienic conditions of the poor and women.

According to official figures about 60 million people in urban India do not have access to toilets. Though sewerage systems widely exist about 37% of faecal matter is not adequately treated and the Government estimates the economic loss based on bad hygienic conditions and environmental damages on about 60% of the total GDP (NUSP 2008).

The new policy incorporates a paradigm shift based on the 74th Constitutional Amendment (1992) to strengthen Urban Local Bodies (ULBs) and follows integrated concepts in the design and implementation of sanitation strategies. The overall goals are (a) awareness generation and behaviour change, (b) achieving open defecation free cities and (c) integrated city-wide sanitation. Particular focus lies in the improvement of hygienic conditions for the urban poor (pro-poor approach) and for women by applying cost-efficient technologies.

All states are requested to act at par with the National Urban Sanitation Policy and to develop State Sanitation Strategies. The development of these strategies can happen parallel to the preparation of the CSP, which by this has pilot character and requires strong interaction with the respected state government bodies. The Municipalities have to implement 100% sanitation, as well as provide adequate financing mechanisms, tariff systems and shall consider Private Public Partnerships (PPP) for efficient implementation.
The future technologies have to follow holistic concepts considering collection, conveyance and treatment altogether. Decentralized solutions are well accepted if they lead to the target of 100% sanitation. Recycling and reuse of wastewater is considered as a favourable solution to react on water scarcity in many cities. The implementation of urban sanitation will be supported by various schemes like BSUP, UIDSSMT under JNNURM, 10% Lump Sum for NE States, Satellite Township Scheme, etc.

GIZ under its Sanitation programme supports the Ministry of Urban Development in the implementation of the National Urban Sanitation Policy. This activity evolved out of the ASEM programme when GIZ was active in 6 JNNURM cities namely, Shimla, Varanasi, Nashik, Raipur, Tirup athi and Kochi, when it prepared City Sanitation Plans. All the plans are ready and submitted to the cities. GIZ in a second phase is now focussing on how to implement and upscale this comprehensive city-wide planning and mutually agreed with the Ministry of Urban Development (MoUD) to additionally consider the cities Dewas, Hoshangabad, Mysore, Vasai Virar and Vikarabad. Furthermore GIZ is looking in the support of City Sanitation Strategies in few of the eight selected States, Andhra Pradesh, Chhattisgarh, Himachal Pradesh, Karnataka, Kerala, Madhya Pradesh, Maharashtra and Uttar Pradesh.

B. Responsibilities
The incumbent is responsible for the

Support to GIZ team in developing State Sanitation Strategies
Support to GIZ Sanitation program in supporting upto 11 cities in implementing the City Sanitation Plans
Support to other programme activities
Support to GIZ team in preparing the workshop reports, internal documents and managing the data produced by the team
Support the team in knowledge dissemination for the reports/documents/best practices identified both internally and externally

Within this context, s/he shall undertake the following tasks:
1) Support of at least two States in the preparation of State Sanitation Strategies
The Junior Expert is expected to support the development or strengthening of State Sanitation Strategies, which became mandatory under the National Urban Sanitation Policy (NUSP) - Annexure I. Hence the expert must be well versed with the contents of the NUSP and similar policy guidelines of other government programmes such as defined under JNNURM or RAY. In addition the expert provides his experiences in the various dimension related to urban sanitation such as (a) Governance & Institution, (b) Finances, (c) Technology, (d) Inclusiveness and (e) Capacity Building. Furthermore that expert should be able to understand governance processes on State level.

2) Technical support of upto eleven Cities in preparation and implementation of City Sanitation Plans
The City Sanitation Plan are an important document described in the NUSP- Annexure II. The expert will develop a comprehensive understanding of the CSP as well as other strategic documents as there are (a) National Urban Sanitation Policy, (b) Handbook for Service Level Benchmarks, (c) Manual for preparing Detailed Project Reports (DPRs). The incumbent has to be familiar with already existing approaches towards CSP (e.g. from Agra, Hoshangabad, Badlapur etc.). Based on the above mentioned documents, the expert is expected to make use of already developed assessment criteria approved by MoUD for the CSP assessment and has to independently support GIZ target cities in the preparation and/or implementation of CSPs.


3) Support of the National School Sanitation Initiative

The National School Sanitation Initiative (NSSI) is a joint effort spear-headed by Ministry of Urban Development (MoUD), with support from Ministry of Human Resource Development (MoHRD), and GIZ India. The initiative is aimed at using the “Children as agents of change” philosophy and addressing the water, sanitation and hygiene issues in schools in a broad sense to initiate behavioural change among children, who can potentially take back the lessons home and trigger a change.
A list of criteria has been developed under the NSSI to rate the “Sustainable sanitation status” of all schools joining the initiative. Measurements and activities range from the establishment of health clubs in schools, putting teaching units under the topic “Sustainable sanitation” into the focus, to installing rain water harvesting devices, planting trees or implementing sustainable sanitation systems in the school.
The expert shall support this initiative if and whenever required.

B. Other Duties/Tasks

Professional Advising and Consulting

Participates in identifying needs for external support and advice,
Supports the development and implementation of project/program plans as well as activities in close coordination with counterparts
Contributes to preparation and implementation of the consultation process, the project’s/program’s activities, and efforts in the regions
Assists in defining terms of reference, selection, and supervision of contracted third parties in carrying out project/program’s activities, including performance evaluation
Prepares and implements workshops, seminars, and other events on subjects that are related to the program’s/project’s field of activities
Supports quality assurance and proposes necessary changes, improvements, and initiatives
Supports the monitoring of the project progress, reviews reports and documents concerning the progress of collaborative programs, determines bottlenecks and recommends alternative courses of management action to the Program Director

Networking and Cooperation

Co-operates with City Environmental Cells (ECs) and ensures regular contacts, dialogues: does PR work and cooperates with local communities, relevant organizations, non-governmental bodies and persons within the program’s/project’s environment as well as with other projects in order to enhance and maintain good working relationships
Communicates and channels local interests and aspirations
Exchanges ideas and information for the benefit of the programme
Maintains repeated field visits to the regions in accordance with the requirements of the project
The incumbent is expected to be a proactive team player and should have the competence work individually

Management and Coordination Tasks


Supports general project planning/develops project designs, including preparation, organization and moderation of planning exercises, implementation, management, monitoring, quality management, evaluation, communication, and documentation
Prepares the budget for key events and related financial documentation
Compiles relevant information for collaborative activities and missions
Undertakes appropriate actions to facilitate continued operation of the program in the absence of Supervisors,

JOB DESCRIPTION

Job Title: Team Leader/ Senior Veterinary Officer

Position reports to: Programme Manager

Positions reporting to:
Veterinary Interns, Animal Welfare Assistants and Driver cum Veterinary Assistants

Location: The Animal Rahat offices in Sangli or Solapur with regular travel to all operational areas.

Purpose of Role: To effectively manage and provide guidance to the team, ensure the quality of veterinary services offered to working animals and achieve the goals set as per the Action Plan. This position has a critical role in achieving Animal Rahat’s vision of alleviating suffering of the working animals in the areas of greatest need.

This position requires 80-90% field time and only 10-20% office time.

Key Tasks and Responsibilities:

1. Team leader will be accountable for leading the team as per Animal Rahat’s Action Plan and role & responsibilities described in the Job Description of each staff.
2. Manage major veterinary services directly or indirectly and the minor veterinary services through AWAs, while meeting the standards of animal welfare friendly approaches and clinical procedures.
3. Technical training of AWA’s and Driver cum Veterinary Assistants on humane handling procedures, first aid and minor veterinary services.
4. On ground training and handholding of Veterinary Intern on veterinary clinical standards and AR’s Action Plan. Rightfully delegate responsibilities of major veterinary services to Veterinary Intern and effectively monitor the progress through a mentor’s role.
5. Support and monitor staff on monthly activity planning, recording treatment and community engagement work, data entry, veterinary drug and instrument management, accounting, vehicle log book maintenance and reporting.
6. Carrying out monthly medicine and instrument audits with respect to quality, quantity, storage and use. Document the observations and report corrective actions taken.
7. Place the indent for medicines and instruments in line with MSL by 10th of every month, arrange collection of medicines by 20 of every month from the Central Store and carry out quality and quantity check of the received medicines and instruments and submit reports for compliance.
8. Monitor the community interventions of the team in line with recommendations and active involvement of Community Development Officer.
9. Actively forecast, plan and implement animal welfare activities during animal fairs or any animal gathering.
10. Give daily updates to Programme Manager on the progress of the programme on phone and submit the monthly reports by 3rd of every month.
11. Carry out 6 monthly staff performance appraisal and report individual achievements, areas of improvement, training requirements, objectives set for next 6 months and disciplinary actions to be taken, if any.
12. Any specific responsibilities assigned by the Programme Manager.

Qualification & experience:


Essential:
1. B.V.Sc & A.H degree certificate from a recognized university
2. Minimum 2 years experience in team leading role, in any animal welfare organization
3. Qualification/ minimum 1 years experience in community development work
4. Ready to register under Maharashtra State Veterinary Council

Desirable:
1. Qualification in Management, Masters in Veterinary Science
2. Good communication skills in Hindi/ Marathi and English
